dr Masłowski is a graduate of the Faculty of Law and Administration at the Nicolaus Copernicus University in Toruń (Master of Law and Master of European Studies). He defended his doctoral dissertation with distinction (topic: "Open banking. Legal and financial aspects") at the Faculty of Law and Administration of Adam Mickiewicz University in Poznań. In addition, he completed postgraduate studies in finance and banking, as well as economics and capital market law at the Warsaw School of Economics. Member of the District Chamber of Legal Advisors in Warsaw. Academic lecturer, associated with the Faculty of Administration and Social Sciences at the Warsaw University of Technology.

Previously, he was an expert in the Payment System Department at the National Bank of Poland. During his career, he also served, among other positions, as Head of the Banking Sector Division in the Financial Market Development Department at the Ministry of Finance. His tasks included conducting legislative work on regulations in domestic and EU law on the banking sector and the payment services market, electronic money, payment systems, as well as legal and economic aspects of the development of cashless trading. Expert in the Forum of National SEPA Coordination Committees at the European Commission. Expert in twinning projects implemented by the NBP with the National Bank of Georgia, among others.

Participant in expert groups at the European Commission (CEGBPI) and working groups on financial services of the Council of the European Union on harmonization of EU law in the area of payment services market and electronic money (national expert during negotiations of the draft PSD2 Directive and EU regulation on interchange fee), as well as draft directive and regulation in the area of securities securitization

Author of scientific publications on business law and financial market law, including in particular payment services law. Speaker at scientific and industry conferences.
